Because you can't get them at a US Starbucks... YET.
In a blender, combine all of the ingredients except for the ice and blend it all until smooth it becomes a smooth mixture. Add the ice and continue blending until the mixture becomes slushy.
Drizzle caramel around inside of your glasses, then pour over the frapp mixture. Top each glass with whipped cream and drizzle with a little extra caramel.
