While the chicken is cooking, prepare the garlic rice. In a medium saucepan, combine the rice, water, vegetable oil, garlic, salt, and black pepper. Bring to a boil over high heat, then reduce the heat to low and cover. Cook for 18-20 minutes, until the rice is tender and the liquid has been absorbed.

Fluff the rice with a fork and stir in the chopped green onions, if using.
