Preheat the oven according to the directions on the tater tot package. Spray a large jelly-roll pan with cooking spray.
Pour the tater tots into the pan and follow the package directions to bake 'em. While the tots are baking, combine black beans, corn, salt, chili powder, sugar, garlic powder, and jalapeños.
Once the tots are ready, remove them from the oven. Top them with corn, the bean mixture, and cheese. Bake the whole pan at 425˚F until the cheese has melted, about 5 minutes. Top with cilantro and serve immediately.
