In a saucepan combine cider vinegar, tomato juice, vegetable oil, garlic, salt, pepper, Worcestershire sauce, ground red pepper, sugar, and bay leaf. Bring to a boil and simmer for 10 minutes.
Coat the drum sticks and thighs with flour and place in a baking pan. Then pour the tomato juice mixture over the chicken and bake at 350 degrees Fahrenheit for 1 1/2 to 2 hours, basting occasionally.
