Mix together the 2 cups of flour, paprika, garlic powder, and 1 tsp. salt in a shallow dish. Whisk together the eggs and the 3 Tbsp. water in a separate dish.
Process the breadcrumbs in a food processor until they're finely ground, then combine them with 4 Tbsp. flour, oregano, pepper, and remaining 2 Tsp. salt in a third shallow dish.
Dredge the zucchini in the flour mixture in batches, then dip them in the egg mixture, and dredge them in the breadcrumb mixture.
Heat 2 inches of oil in a Dutch oven over medium heat to 325°. Fry the prepped zucchini in batches until they're golden. Let them drain on a wire rack over paper towels, then sprinkle them with Parmesan cheese.
