A whole, tasty meal stuffed into a simple cabbage.
In a sauce pan, heat the olive oil on medium high heat and add the garlic cloves, crushed tomatoes, paprika powder, chili powder, cumin, salt, and black pepper heat through and stir. Take off heat.
In a mixing bowl, combine the beef, salt and pepper to taste, chili powder, cumin, dried oregano, uncooked rice, and 1 cup of the tomato sauce. Mix well.
Simmer the green cabbage for 15 minutes covered.
Stuff a cabbage leaf with about two spoonfuls of the beef mixture and roll up, making sure the two ends are folded in so the beef does not fall out.
Place the stuffed cabbages in a roasting pan and pour about a spoonful of the tomato mixture on top and cover the pan with foil.
Bake at 350 degrees Fahrenheit for 45 minutes. Top with sour cream and cilantro and serve.
