A popular dish in the Philippines inspired by two popular American foods, spaghetti and hot dogs.
Heat olive oil in a pot over medium-high heat and saute garlic.
Add in the onion and continue to saute until the onion is tender.
Add in the hot dogs, onion, and tomato and stir to mix.
Season with the sugar, salt, and pepper. Add in the cream, uncooked pasta, and water. Stir and cover. Simmer for 15 minutes making sure to stir every 5 minutes so it doesn't burn.
Add the green onions, stir, cover again and turn off heat. Rest for 5 minutes.
